Who is returning Israel home?

Fear not, for I am with you; I will bring your descendants from the east, And gather you from the west; I will say to the north, "Give them up!' And to the south, "Do not keep them back!' Bring My sons from afar, And My daughters from the ends of the earth-- Everyone who is called by My name, Whom I have created for My glory; I have formed him, yes, I have made him." (Isaiah 43: 5-7) For behold, the days are coming,' says the LORD, "that I will bring back from captivity My people Israel and Judah,' says the LORD. "And I will cause them to return to the land that I gave to their fathers, and they shall possess it."' (Jeremiah 30: 3)How is God doing that? "Behold, I will send for many fishermen," says the LORD, "and they shall fish them; and afterward I will send for many hunters, and they shall hunt them from every mountain and every hill, and out of the holes of the rocks..." (Jeremiah 16: 16) He will set up a banner for the nations, And will assemble the outcasts of Israel, And gather together the dispersed of Judah From the four corners of the earth. (Isaiah 11: 12) Behold, at that time I will deal with all who afflict you; I will save the lame, And gather those who were driven out; I will appoint them for praise and fame In every land where they were put to shame. At that time I will bring you back, Even at the time I gather you; For I will give you fame and praise Among all the peoples of the earth, When I return your captives before your eyes," Says the LORD. (Zephaniah 3: 19-20)
